Frank was born and raised in Brooklyn, New York. A graduate of Brooklyn Preparatory High School (Class of 1964), he received a Bachelor of Arts Degree from LeMoyne College, Syracuse, New York in 1968. He served in the United States Army Reserve (Infantry) where he received the highest rank of Captain (Date of Commission 1970). In 1971, he received a Juris Doctor Degree from St. John's University School of Law and he was admitted to the New York State Bar, Second Department in 1972. He was also admitted to practice in the United States District Courts, Eastern and Southern Districts in 1974 and the United States Supreme Court in 1994.
Frank is Past President and active member of The Kings County Defenders Association. He is Past President and active member of the Catholic Lawyers Guild and also Past President and active member of The Columbian Lawyers Associations of Brooklyn and of Rockland County, New York
. He is a founding member and Past President of the Confederation of Columbian Lawyers Association. He is a member of the New York State Bar Association, The New York State Trial Lawyers Association, The Brooklyn Bar Association, The Defense Association of New York, The Brooklyn Manhattan Trial Lawyers Association and The Brooklyn Women's Bar Association.
